A routine annual problem on Indiana evergreen hedging. In Noblesville, two distinct age classes: large mature shade trees lining the Victorian-era streets of the historic core, and young, small-caliper subdivision stock throughout the post-2000 growth areas. Ash is effectively gone as a canopy species after EAB reached all 92 Indiana counties, and Noblesville's Urban Forester maintains both an approved and an "undesirable" species list for street trees, sorted into small/medium/large mature-size classes. An evergreen stripped by bagworms usually does not regrow those needles — arborvitae and spruce don't refoliate bare wood.

Spray in June when the larvae are small. After midsummer the bags are sealed and spraying does nothing — at that point picking them off by hand is the only option that works.
