Because the bulk of the housing is post-1990 subdivision on former cropland, the dominant condition is young-to-middle-aged planted stock, with ash already removed statewide by emerald ash borer. An evergreen stripped by bagworms usually does not regrow those needles — arborvitae and spruce don't refoliate bare wood.

Spray in June when the larvae are small. After midsummer the bags are sealed and spraying does nothing — at that point picking them off by hand is the only option that works.
