Present in Indiana and the reason for the pruning rule below. It's the single best argument against 'we'll just tidy the oak up in June'. In Lebanon, lebanon is the one town of the three with a genuinely mature urban forest: the comprehensive plan identifies 13 neighborhoods clustered around the courthouse square and the east side, and the pre-war ones — Old Northside, Historic Downtown, Longley, Witt Oak Hill — carry canopy old enough to be over the rooflines and into the primary wires, which is exactly the removal and reduction work that dominates here. The city's UDO requires ornamental (short-maturing) trees rather than shade trees wherever overhead utilities are present, an acknowledgment that the existing overstory and the lines are already in conflict; Lebanon has no published tree inventory, so species dominance is not documented.
