A routine annual problem on Indiana evergreen hedging. In Shelbyville, shelbyville is the only town of its size around here with real canopy data coming: the Planning Department hired Davey Resource Group under an Indiana DNR grant to inventory every tree on city property and in the public rights-of-way from April through Memorial Day 2025, recording species, size and health, flagging invasives, and marking dead or hazardous trees and stumps for removal. Age tracks the housing rings — full-size canopy over the 1853-1939 Westside and the 1950s additions, and by inference much younger stock on recently annexed ground north of the city — with ash functionally absent after emerald ash borer reached all 92 Indiana counties by 2017. An evergreen stripped by bagworms usually does not regrow those needles — arborvitae and spruce don't refoliate bare wood.

Spray in June when the larvae are small. After midsummer the bags are sealed and spraying does nothing — at that point picking them off by hand is the only option that works.
