Is my colorado blue spruce safe in a storm?

Structurally it is one of the more reliable conifers under ice — stiff whorled branching sheds load well, and honestly most blue spruces are killed by disease long before they become a storm risk. The genuine concern is the defoliated survivor: a bare lower trunk under a still-heavy top catches wind like a sail, and that profile on shallow roots in saturated clay is how blue spruce go over whole in a straight-line wind event.

What pruning can and can't prevent

Prune only dead and cankered wood, and only in dry weather — both the needle cast and canker fungi move in water, so pruning or shearing a wet spruce is how the infection gets carried up the tree. The species-specific trap is the lowest whorl: removing it genuinely does help airflow where infection starts, but stripping it off an already-thin tree makes the bare bottom permanent, because spruce never refoliates old wood.
