Answered for Brownsburg, Hendricks County.
Woodpeckers are reading the tree for you. Apart from sapsuckers they are not attacking it — they follow insects, and insects follow dead or decaying wood. Heavy foraging damage is evidence that something else got there first, so the bird is the alarm rather than the fire. Sapsuckers are the exception: they drill for sap on healthy trees, and while the rows look bad and can occasionally girdle a small limb, they rarely kill an established tree. In Brownsburg — Arbor Springs, Austin Meadows and Windridge included, that's normally a tree trimming job at $250–$1,400. Not urgent.
The June 29, 2023 derecho is the reference event — NWS Indianapolis logged a 63 mph gust at North Salem in Hendricks County, with gusts over 70 mph elsewhere on the track and multi-day power restoration. The July 15-16, 2024 derecho that followed tracked north through Tippecanoe, Howard, Tipton and Hamilton counties rather than across Hendricks County.
No published species-level street tree inventory exists for Brownsburg, so exact species counts are UNVERIFIED; what is documented is that the town replants under an approved street-tree list in Town Code Sec. 96.20, so the street canopy skews young and town-selected rather than volunteer-grown. The one region-wide certainty is that ash is effectively gone from the mix after emerald ash borer moved through Indiana.
Unlike most Indiana towns, Brownsburg does have a tree ordinance — Chapter 96 of the town code, adopted as part of its Tree City USA status. Sec. 96.27 gives the Town the right to plant, prune, maintain and remove trees within the lines of all streets, alleys and public grounds, and lets the Brownsburg Tree Committee order removal of any tree that is unsafe or is damaging sewers, power, gas or water lines. There is no documented permit requirement for removing a tree on your own private property — Indiana has no statewide permit either — and Chapter 96 is aimed at public trees. In the newer subdivisions the real constraint is usually the HOA covenants.
The strip between sidewalk and street is town-controlled: Sec. 96.27 reserves to the Town the right to plant, prune, maintain and remove trees within street, alley and public-ground lines. Abutting owners may plant street trees there, but only if species and placement comply with Secs. 96.22 through 96.26, which set minimum spacing (reported as 30 feet for small trees and 50 feet for large ones — figures worth verifying against the live code). The precise cost-split for maintenance of an existing tree-lawn tree is UNVERIFIED — call the town before removing one.
