Very common here in wet springs, particularly on sycamore. One of the most over-treated problems in the trade. In Westfield, overwhelmingly young planted stock rather than inherited woodland, with ash removed from the picture by emerald ash borer. If the 18-foot mature-height limit in §92.02 stands as written, Westfield's tree lawns are effectively limited to small ornamentals — no future large shade canopy over the street by design — but that section could not be independently verified and should be confirmed before it is relied on. Almost never fatal on an established tree.

Almost never fatal on an established tree. It looks alarming, the tree defoliates, and then it leafs back out. Most calls about it don't need a treatment at all.
If treated at all, at bud break — but raking and binning fallen leaves does more than spraying.
