Two separate injuries share one name. Spray damage is direct chemical burn: salty slush lands on twigs, buds, and evergreen foliage and desiccates the tissue, killing it outright on the exposed face. Soil damage is systemic: chloride is taken up and accumulates in leaves to toxic levels, while sodium displaces calcium and magnesium on clay particles and collapses soil structure, so the soil holds water the roots can no longer extract. The tree ends up drought-stressed in wet soil and poisoned at the same time. The soil version is the one that kills trees; the spray version disfigures and causes dieback. In Indianapolis — Irvington, Broad Ripple and Meridian-Kessler included, that's normally a tree trimming job at $250–$1,400. Within weeks.

Marion County rules
No permit is required to remove a tree standing entirely on private property in Indianapolis/Marion County. What is regulated is the right-of-way: a Flora Permit, administered by the Department of Code Enforcement (1200 Madison Ave, Suite 100; permit numbers carry an FLR prefix), is required for planting, pruning, removal including the stump, chemical application, or invasive-removal work in the public right-of-way. Pruning applications must name a certified arborist and certification number, and crown reduction is granted only to mitigate an existing moderate-to-severe physical conflict with a structure or utility.

The right-of-way is city-owned property running along the street beyond the pavement edge — in practice the lawn strip between the curb and the sidewalk. DPW forestry handles inventory and risk assessment for right-of-way and park trees; anyone else working there needs a Flora Permit first. This is the opposite arrangement from Fishers, where the ordinance puts the strip on the abutting homeowner.
