The cambium — the living layer just under the bark that builds new wood and moves food down to the roots — was killed in that patch, and the tree is now conducting around a dead strip. A narrow strip gets grown over in a few seasons and leaves a scar. A strip that wraps far enough around leaves the tree partly girdled, and the crown above it thins as the remaining live tissue gets overloaded. Either way the exposed wood becomes an open invitation to borers and canker fungi that would not touch intact bark. In Indianapolis — Irvington, Broad Ripple and Meridian-Kessler included, that's normally a tree trimming job at $250–$1,400. Not urgent.

Marion County rules
No permit is required to remove a tree standing entirely on private property in Indianapolis/Marion County. What is regulated is the right-of-way: a Flora Permit, administered by the Department of Code Enforcement (1200 Madison Ave, Suite 100; permit numbers carry an FLR prefix), is required for planting, pruning, removal including the stump, chemical application, or invasive-removal work in the public right-of-way. Pruning applications must name a certified arborist and certification number, and crown reduction is granted only to mitigate an existing moderate-to-severe physical conflict with a structure or utility.
The tree lawn in Indianapolis
The right-of-way is city-owned property running along the street beyond the pavement edge — in practice the lawn strip between the curb and the sidewalk. DPW forestry handles inventory and risk assessment for right-of-way and park trees; anyone else working there needs a Flora Permit first. This is the opposite arrangement from Fishers, where the ordinance puts the strip on the abutting homeowner.
