Answered for Westfield, Hamilton County.
Roots need oxygen, and water fills the pore space that delivered it. The tree is suffocating rather than drowning, and fine absorbing roots die within days in oxygen-free soil, so the tree shows drought symptoms while standing in water. Past the root loss, saturated soil shifts chemically and favors water-mold pathogens like Phytophthora that attack the root collar. Saturated soil also grips a root plate far more weakly than dry soil does, so a tree that was stable last week may not be this week. In Westfield — Chatham Hills, Bridgewater and Viking Meadows included, that's normally a hazardous tree removal job at $800–$5,000. Within days.
Hamilton County has 30 NWS-recorded tornadoes from 1950 to 2025, though none in that record is logged as striking Westfield specifically; the county's worst was the April 11, 1965 Palm Sunday F4. The June 29, 2012 Ohio Valley derecho crossed Indiana with widespread tree and powerline damage. More locally, a storm report logged thunderstorm wind damage to a tree at Ditch Road and 171st Street, about 3 miles west-southwest of Westfield, during the July 27, 2026 storms.
Overwhelmingly young planted stock rather than inherited woodland, with ash removed from the picture by emerald ash borer. If the 18-foot mature-height limit in §92.02 stands as written, Westfield's tree lawns are effectively limited to small ornamentals — no future large shade canopy over the street by design — but that section could not be independently verified and should be confirmed before it is relied on.
No permit is required to remove a tree on private property in Westfield. Tree rules live in Chapter 92 (Trees and Shrubs, Ord. 96-30, adopted 12-9-1996) and govern the public way: Section 92.02 is reported to bar planting anything between the street and the sidewalk or property line unless it matures at 18 feet or less and sits at least 20 feet from any other tree or shrub and 20 feet from an intersection; Section 92.03 to require 14 feet of clearance over streets and 8 feet over sidewalks; and Section 92.08 to disclaim city and utility liability. None of those sections could be verified against a retrievable copy of the current code — confirm with the city before relying on them, particularly the 18-foot cap.
Unusually owner-heavy. Section 92.04 is reported to make the owner of the real estate adjacent to the strip between street and sidewalk responsible for both the maintenance AND the removal of any tree or shrub planted there; if the owner fails to act after notice, the city can step in. Combined with Section 92.08's liability disclaimer, the homeowner carries the tree lawn in Westfield — the opposite of Zionsville's arrangement a few miles west. Verify the section text with the city first.
