A root adds diameter every year and concrete does not move aside, so it comes down to which is stronger, and a live structural root beats four inches of unreinforced slab. This is a property-damage and trip-hazard problem, not a tree-failure problem, and the tree is usually in good health. The important inversion is that the repair is what creates the hazard: the roots lifting your driveway are the buttress roots on one side of the trunk, and cutting them is precisely how a stable tree becomes an unstable one. In Shelbyville — Westside Historic, Riverbend and Five Points included, that's normally a tree removal job at $400–$1,900. Not urgent.

Remove a healthy tree that counted toward landscape requirements and the replacement rate is three for one, like for like, under a newly approved landscape plan.
Landscape material may not be planted in a right-of-way or easement without permission from the City (or from the easement holder), though the ordinance expressly allows a tree canopy to project over one. The unpaved portion of an adjacent right-of-way must be fine-graded, planted and maintained with vegetative ground cover — so the abutting owner keeps the tree lawn mowed but does not get to plant it unilaterally. Nothing may overhang street curbs or pavement inside a right-of-way below 13 feet 6 inches, or reach into sidewalks below 6 feet.
