A stump is a slowly decaying mass of wood, not a hazard. It is not going to fall and it poses no structural threat to a house. What it actually does is occupy the spot you probably want to replant, keep feeding decay fungi already present in the soil, and interfere with mowing. The one forward-looking concern is that some stump-colonizing root-decay fungi, Armillaria among them, can also attack living roots of nearby trees — so a stump acts as a reservoir rather than an inert object. In Beech Grove — Park Grove, Park Meadow and Beech Meadow included, that's normally a stump grinding job at $100–$700. Not urgent.
Two confirmed tornadoes have hit Beech Grove itself: an EF1 on May 30, 2015 (about $49,000 in property damage) and an EF1 on June 15, 2019 during the June 15-17 outbreak, which did roughly $1.08 million in damage. No Beech Grove ordinance requiring a permit to remove a tree on private property was found, and Indiana has no statewide tree removal permit. What the city code does regulate is hazard and nuisance: the property maintenance provisions require any tree, shrub or vegetation growing where it is likely to damage a structure to be trimmed or removed, and require dead or broken trees and limbs to be cut and removed from the premises. Beech Grove is an "excluded city" under Unigov, so despite being surrounded by Indianapolis it runs its own police, public works and parks departments — the tree lawn between sidewalk and curb is Beech Grove right-of-way, handled by Beech Grove Public Works, not Indy DPW or Indy Parks Forestry. Abutting owners maintain the strip day to day; the city sets the rules for what happens in it.
