Lean alone is a poor predictor of failure, and an old lean is often evidence of the opposite. A tree that leaned slowly over years has been laying reaction wood on the loaded side the whole time and thickening its root plate to match — it has already engineered around the load. What actually predicts uprooting is root-plate movement, and root-plate movement shows up in the ground, not in the trunk angle. That is why the soil around the base tells you more than the lean does. In Westfield — Chatham Hills, Bridgewater and Viking Meadows included, that's normally a hazardous tree removal job at $800–$5,000. Not urgent.
Westfield is the newest housing stock of the three by a wide margin — population went from 9,293 in 2000 to 46,410 in 2020 and 64,407 at a September 2025 special census, roughly a sevenfold increase in 25 years. Most of Westfield's trees went in the ground with the subdivision: 5-25 year old nursery stock, small caliper, some still staked in the newest sections, with mature roof-height trees confined to the old town core and to fencerow remnants left standing when farm fields were platted.

If the 18-foot mature-height limit in §92.02 stands as written, Westfield's tree lawns are effectively limited to small ornamentals — no future large shade canopy over the street by design — but that section could not be independently verified and should be confirmed before it is relied on.
No permit is required to remove a tree on private property in Westfield. Tree rules live in Chapter 92 (Trees and Shrubs, Ord. 96-30, adopted 12-9-1996) and govern the public way: Section 92.02 is reported to bar planting anything between the street and the sidewalk or property line unless it matures at 18 feet or less and sits at least 20 feet from any other tree or shrub and 20 feet from an intersection; Section 92.03 to require 14 feet of clearance over streets and 8 feet over sidewalks; and Section 92.08 to disclaim city and utility liability. None of those sections could be verified against a retrievable copy of the current code — confirm with the city before relying on them, particularly the 18-foot cap.
Unusually owner-heavy. Section 92.04 is reported to make the owner of the real estate adjacent to the strip between street and sidewalk responsible for both the maintenance AND the removal of any tree or shrub planted there; if the owner fails to act after notice, the city can step in. Combined with Section 92.08's liability disclaimer, the homeowner carries the tree lawn in Westfield — the opposite of Zionsville's arrangement a few miles west. Verify the section text with the city first.
