How long can I leave there's a root wrapped around the base of my tree before it becomes dangerous?

Answered for Shelbyville, Shelby County.

A root is pressed against the trunk and compressing the conducting tissue between them. Sugars moving down and water moving up have to squeeze through a constriction that tightens every year as both root and trunk add diameter. The tree has no disease and no pest — it is strangling itself, and everything you would otherwise blame (poor fertility, drought stress, leaf scorch) is downstream of that. Because the constriction sits at the base, it also concentrates stress precisely where the tree can least afford a weak point. In Shelbyville — Westside Historic, Riverbend and Five Points included, that's normally a hazardous tree removal job at $800–$5,000. Not urgent.

Why this comes up in Shelbyville

NWS Indianapolis records 34 tornadoes in Shelby County from 1950-2025, with 12 injuries and $53.1M in property damage. The strongest was an F4 on April 25, 1961 — the city's own neighborhood study independently logs a major 1961 tornado causing over $1 million in damage. The costliest was the F3 of April 3, 1974, the Super Outbreak day, at $25M; an F3 and two F2s struck on March 10, 1986, and an F3 again on November 22, 1992. Earlier, a 1924 tornado damaged local factories and the West St. Methodist Church, and the flood of 1913 swept the city. Most recently, two EF1s touched down near Mt Auburn on May 21, 2022, and the June 29, 2023 derecho snapped and uprooted trees near Shelbyville.

Shelbyville's canopy

Shelbyville is the only town of its size around here with real canopy data coming: the Planning Department hired Davey Resource Group under an Indiana DNR grant to inventory every tree on city property and in the public rights-of-way from April through Memorial Day 2025, recording species, size and health, flagging invasives, and marking dead or hazardous trees and stumps for removal. Age tracks the housing rings — full-size canopy over the 1853-1939 Westside and the 1950s additions, and by inference much younger stock on recently annexed ground north of the city — with ash functionally absent after emerald ash borer reached all 92 Indiana counties by 2017.

Shelby County rules

There is no blanket permit to remove a tree from private property, but Shelbyville regulates trees harder than most Indiana cities its size. Under the Unified Development Ordinance (last amended November 5, 2025), landscaping standards are triggered whenever an Improvement Location Permit is pulled for a new primary structure or a 50%-or-greater expansion. Inside that trigger, all existing healthy, mature, non-invasive trees over six-inch caliper standing in a required setback shall be preserved — the owner may ask the Zoning Administrator to waive it only on a finding that preservation would substantially interfere with site development. Remove a healthy tree that counted toward landscape requirements and the replacement rate is three for one, like for like, under a newly approved landscape plan.

The tree lawn in Shelbyville

Landscape material may not be planted in a right-of-way or easement without permission from the City (or from the easement holder), though the ordinance expressly allows a tree canopy to project over one. The unpaved portion of an adjacent right-of-way must be fine-graded, planted and maintained with vegetative ground cover — so the abutting owner keeps the tree lawn mowed but does not get to plant it unilaterally. Nothing may overhang street curbs or pavement inside a right-of-way below 13 feet 6 inches, or reach into sidewalks below 6 feet.
