A fungus is growing inside the water-conducting vessels while the tree plugs its own vessels trying to wall it off — which is why the foliage behaves like a drought that no amount of watering fixes. The species group is the entire prognosis: red oaks almost always die and die fast, white oaks frequently compartmentalize and survive. Equally important, an infected oak endangers its neighbors, because the disease travels underground between oaks whose roots have grown together. This is a neighborhood problem, not a single-tree problem. In Noblesville — Old Town Noblesville, South 9th Street Historic District and South Harbour included, that's normally a tree removal job at $400–$1,900. Within days.
NWS Indianapolis records 30 tornadoes in Hamilton County between 1950 and 2025. Noblesville itself is listed for a July 2, 1997 F0 and a December 23, 2015 EF1. The county's worst was the April 11, 1965 Palm Sunday F4, which killed six.
Two distinct age classes: large mature shade trees lining the Victorian-era streets of the historic core, and young, small-caliper subdivision stock throughout the post-2000 growth areas. Ash is effectively gone as a canopy species after EAB reached all 92 Indiana counties, and Noblesville's Urban Forester maintains both an approved and an "undesirable" species list for street trees, sorted into small/medium/large mature-size classes.
No permit is required to remove a tree on private property in Noblesville. The city's tree ordinance (Ord. 8-3-09, codified as Chapter 97: Street Trees) states its scope as trees within City rights-of-way or on City-owned property. What IS regulated: a permit from the Urban Forester is required to plant or perform work on a street tree, street trees must come from the approved species list unless written permission is granted, and the Urban Forester holds the exclusive right to approve removal of any dead, diseased or unsafe street tree. One private-property exception: the Board of Public Works and Safety or Urban Forester may pursue legal removal of a private tree that is a menace to public safety or to the health of other trees.
The strip between sidewalk and street is City right-of-way. Adjacent property owners handle routine care — watering, raking, prepping leaves and twigs for city pickup — but an owner-occupant who hires a certified arborist to do street tree work must have that arborist secure a permit from the Urban Forester first. The city will plant a street tree at no cost to the resident when funds are available, under the city tree plan.
